How to list user who donot login or donot change their password

Is there any way to generate a report in windows 2000 to
find out the following type of information.

When password was last changed by a user.
When user last logged in.
which users are not forced to change password.

I know some of this information is log if loggin is
enabled. But it is very difficult to find this
information about all users from the log. You help will
be appreciated.
