how to let users change their own password

I add user accounts with addusers.exe utility.
and put their password with say, '1234'.

How can I make them change their own password, without letting them use
terminal service client?

Er.. with addusers.exe it should set the "Change password at next login"
flag to on so that the next time they log into a workstation they will be
prompted to change their password anyway.

This behaviour can be modified with the command line switches for add users:
