How to insert a dotted line in a graph to indicate an average num

I have some bar graphs that I would like to insert a dotted line into to
indicate the average number, the dotted line spans the whole graph. I have
seen this done but do not know how to do it myself.

Insert your line, right click and select format autoshape, select the
pattern you want

I'm not quite sure what you mean, that's my problem, I don't know how to
insert the extra line.

At the bottom toolbar in PowerPoint, look for a line which should be beside
the word "Autoshape". Click on the line, then draw it into the presentation.
Then follow what Michael has said.
