I just downloaded a packet capture and decode program and now see that
my W2K server is continuously pinging thousands of sequential
addresses. How can I identify this offensive application or service
so I can terminate it?

press ctrl shift esc to bring task manager and find the offending
app in processes and end it......

Sounds like a possible worm like "Welchia"
we had this on our network.

Goto services look for "winsclient" and click on stop.

Then you will need to go to one of the antivirus sites and
download the "welchia" fix tool and run on the system.

Almost finished but not yet!

Make sure to download and apply all Microsoft Critical
Updates + security fixes. THIS IS IMPORTANT!!!!

If you don't apply patches then you will get reinfected.
