How to handle ADM files

I'm planning to install the adm files to get functionality on our 2003 DCs to
disable the XP SP2 firewalls.

Am I right in assuming that I just download the correct adm-pack, and
install it on the PDC and I will be able to do this?
Also, is it enough to install it on just one of the DCs or does the pack
have to be installed on all DCs?
