How to given access one user which is laying in othere OU

Dear All,

I read one document as per this if my user xxx is in OU-3 and I applied one
group policy on OU-1 and it working on user which laying in OU-1 then I can
apply this group policy to user xxx which is in OU-3 using OU-1 group policy
security permission property option. Like I go to OU-1 properties ---> group
plicy tab ----> option -----> security here i add my user name xxx and
given permission as read and apply group policy. But policy not taking
effect. Why can anyone idea?

The user needs to be in the OU the group policy is applied to.
