How to get the bullets to tab over, not just the text?

This problem just started tody for no reason that I can think of. When I take
notes, I use bulleted lists and tab and shift-tab as needed to get the
bullets in their proper places (like an outline, only with bullets). Now,
when I try hit enter for the next bullet and hit the tab key, the bullet
won't move, only the text - I know I can use the increase indent button, but
that's a pain not going to happen. If I do use the increase indent button to
get the bullet to move forward and then on the next line try to shift-tab to
move the bullet back, it just tabs the text (forward) when it used to move
the bullet back.
