How to get Microsoft to change keyboard mapping for Latvian (QWERTY) keyboard?

The Windows XP keyboard driver for the Latvian language, Latvian
(QWERTY) keyboard incorrectly produces the following characters when
the AltGr key is pressed with the following keys:

AltGr- Character
O Õ U-00D5 LATIN CAPITAL LETTER O WITH TILDE
o õ U-00F5 LATIN SMALL LETTER O WITH TILDE

The Latvian language does not contain ANY characters with the tilde,
while in fact all the vowels can have a MACRON, including the LETTER
O.

The other vowels, LETTERS A E I U, all are correctly produced by the
Latvian (QWERTY) keyboard with a MACRON, if the AltGr key is pressed.

In order to be consistent, and appropriate to the Latvian language
which doesn't have the O WITH TILDE character, but does have the O
WITH MACRON character, the Latvian (QWERTY) keyboard driver should be
changed to produce the following characters:

AltGr- Character
O Ō U-014C LATIN CAPITAL LETTER O WITH MACRON
o ō U-014D LATIN SMALL LETTER O WITH MACRON

Could someone please provide me with the appropriate information on
how this can be communicated to Microsoft so that this modification is
made to the Latvian (QWERTY) keyboard driver?
