How to get full menus when working with friends MDB

When I open a friends mdb if fires into the app. I can press the F11 to get
to dev objects. But the Runtime menu is displayed.

How do I get the Dev or standard Access menu?

Hold the shift key down when opening the db from within Access.
 
Within Startup window,Check "Display Database window" and select (none) from
the Display Form/Page combobox.
 
Sorry,for the default menu bar, select (default) from the combobox for the
Menu Bar in Startup window.
