How to get administrative permission

When I attempt to change folder name or file attribute, etc. I get
message saying "You need permission or administrative permissin to do
....". How can I get these permission?

Can you right-click, properties?
Security (Tab)
Change Permissions
Edit
Add your account
Make sure you tick 'Full Control'.
