How to generate Pre-defined mailing list

Is there any way I can pre-define a mailing list, like A and B in "To" list,
C and D in "Cc" list and E in "Bcc" list. Here A, B, C, D and E are the mail
id's to which the mail has to be sent. Is there any option where I can create
such a mailing list and also an option which will automatically fill the
"To", "Cc" and "Bcc" with the defined mail id.

You could create a message and save it as an .oft template file or publish
it as a form. But Outlook doesn't support mailing lists like that.
