How to force XP to delete a file?

when i try to delete an .exe file that i downloaded off
the internet i get a message telling me that it is being
used by other programs. I have tried restarting my
computer to end these programs but i still get the same
message. Can anyone tell me if there is a way to force my
computer to delete this file. Thank you
 
You can do this in the registry or check processes to see if one associated with the name is active and then delete it. You should also be able to do this by starting the system in safe mode. e:mail me if you can't figure it out in your help and support center. There are way to many ways to do this to post them all. have fun.
