If you segment your network and place the DC they should be using in the
same site as the clients they will log into that DC. Unless it is
unavailable. Then they choose a different one.
There is no way of telling a client to use a specific DC for authentication.
DC discovery in Windows XP is described in http://support.microsoft.com/default.aspx?scid=kb;en-us;314861. If you
have setup sites in your AD (assuming that this is you problem), then your
clients should contact their nearest DC for authentication.
In theory, couldn't you just add an environment variable in advanced system
properties?
Right-click My Computer >> Properties >> Advanced Tab >> Enviroment
Variables button >> New.. >> in Variable Name field, type logonserver; in
Variable field, type \\<servername>
