How to fix the URL on IE?

I have been thinking of different options but have no idea what to do. I
want the company intranet to open automatically and stay open all the time.
The first time was done very easily. As the the second part, to have the
web browser staying at the URL of the intranet, it is very difficult to
achieve.

Whenever a user click on a URL shortcut on their desktop, instead of
starting up a new IE session, it changes the existing IE (which is connected
to the Intranet) to the new location. Unless I ask them to change the URL
shortcut to a program shortcut (i.e. iexplore.exe http://xxxxxx), otherwise,
it will always causes the existing IE session to point to the new location.

Are there any good way of fixing it?

I have tried Ctrl-double-click an .url file, and it really opens another IE
window. But when in OE, such same thing would occur too, anyone would help?

I tried doing the <Ctrl> + .URL (dbl click) but it did not start a new
session of IE. But even if it does, I don't think I can expect users to use
Ctrl-double-click whenever they want to connect to a URL using the shortcut.

It would be ideal if I can make the existing IE session locked to the
Intranet site. There seems to be no way to prevent it to change to another
URL if the user clicks on another URL file. In my past experience, I have
seen some child IE windows pop up and stay there. Therefore I am curious in
knowing if it is possible.
