how to fix broken dictionary spell check

When I do a spell check, mis-spelled words are highlighted, but no
suggestions appear (The suggestions box is blank). This occures with words
as simple as iss (the spell check should suggest the word is for iss). I
have checked and un-checked the custom dictionary box with no effect. Does
any one know how to repair/fix this problem?
 
In Word, click on Tools | Options | Spelling & Grammar | check the
"Always suggest corrections" box | OK.
