Do you mean how do you find an e-mail provider? Start first with your
Internet Service Provider (ISP). An e-mail account is usually provided with
the account. All you have to do is find your provider's help page using
your web browser and you can set up e-mail.

Looks like you are using a Verizon Aircard on a laptop.
If you don't have an existing email address, get one from Gmail:

Then, configure the account for POP access:
http://mail.google.com/support/bin/answer.py?hl=en&answer=13273
Then, add that account to your Windows Mail:
