I have XP home edition with multi user profiles. We also use one email
service provider (using ISP, not exchange server) but have two different
email addresses (one is an alias) on the same account. Is there a way to
filter the incoming emails to the outlook 2003 set up for each XP profile

Not really because each is delivered to the same account/mailbox.

OK, is there then a way to transfer by rule, or such, incoming emails with
the alias to the outlook of a different profile on the same XP computer

The best the rules wizard could do is look at To, CC, or Internet Header and
move items to any folder. (So in this case you would have 1 profile and 2
PST files.)

As long as the other profile is not open and provided you current Windows
user has Administrator privileges or the other profile's PST allows
read/write access to the current Windows user, you can add the other PST to
the current user's profile and then a rule can move the message to that PST.
When the other mail profile is used to see the other PST, the moved message
will be available.
