Any suggestions how I can export group policy settings from Windows 2000 AD
to a text file?

Install GPMC, tip 6494 in the 'Tips & Tricks' at http://www.jsiinc.com

You can output the policy to an HTML file.
To convert it to something you can process in a batch, use tip 8535.
