How to Enable the My Computer Security Zone in Internet Options

I have taken the action outlined in MS "How to Enable the My Computer
Security Zone in Internet Options" article # 315933, setting the flags
dword to 47 hexadecimal but the "My Computer" still does not show a
security zone.

Any advice, please?

Thank you very much for the URL.
Changing zone 0 flags to 47 in BOTH local machine and current user did
the trick.

Now I can tell TurboTax how to resolve the problem with credit to
"Ramesh, MS-MVP"
