How to enable scroll up/down bar for cmd windows

I install new windows 2003 for testing and use the scroll up/down bar for
CMD windows.

But when I test to upgrade NT to win2003 on other machine. There is no
scroll up/down bar for CMD windows. How to enable scroll up / down for this
"CMD" windows now? Thx.

Right-click the title bar and press Properties.

On the Options tab, set the Buffer size to 999 and Number of Buffers. I use 8.
On the Layout tab, set the Windows Size and Position as desired.
If the Screen Buffer size width is > than the Windows Size Width, you get a horizontal scroll bar.
If the Screen Buffer size Height is > than the Windows Size Height, you get a vertical scrollbar.
Press OK.
When prompted, select Modify shortcut that started this window and press OK.
