How to enable or install function to 'Make all my pictures smaller'?

My computer with WXP PRO cannot send pictures via email with option 'Make
all my pictures smaller'.
How to enable or install this function? Another computes does it.
You can activate this funkcion by right-click on the picture and choose Send
to and Mail recipient.

This is a function of one of the Windows XP Power Tools. Download the
program from Microsoft. It's free.

But I didn't install Power tools and this funktion is activated. It must be
a winXP component.
