How to enable localization

Hi

I'm using Windows XP SP 2. When the XP was installed, American English was
the default language/localization. Now, I'd like to change the localization
to another lanuage (say, Spanish as used in Puerto Rico).

In the Control Panel Regional and Language Options applet, I have the
following set:

in the Regional Optios tab, Spanish (Puerto Rico)
in the Languages tab, in the Detail section, the Default input language is
'Spanish (Puerto Rico) - US'
in the Advanced tab, Spanish (Puerto Rico)

Yet, even after a reboot, everything still appears in English, and programs
that are supposed to be localized still disply test in English.

What have I missed?

You have to uninstall Windows and install a Spanish version of this
OS.

OS.

....and install the Spanish versions of the programs, which can't be
localized in their own settings.
