Yes, you do use Word as the editor. It's the only email editor for Outlook
2007. The easiest fix (other than always using plain text) is to press
Shift+enter instead of enter. Or just accept that email is imperfect and
doesn't always look the same in every client. FWIW, the lines display as
expected in most email clients except web browsers.
You can also edit the email template to add white space on each paragraph
then just type 1 enter instead of two but it only works on new mail, not
replies.
