You have to buy it and install it.
The folder you see is a default folder automatically installed when the operating system
is installed.

what do you mean buy it?

i don't mean frontpage 2003... just frontpage version3, because i have
frontpage version2... i like it but i want to check version 3. i don't mean
product that comes from office or something.

thank you for replying.

As Steve said, the folder means nothing. It is not FP.
If you want anything less that FP 2003, you'll need to try and find it on a
place like E-Bay.

What you are seeing install in the program file, is installed and used by the Windows OS. It is not
a complete function version of FP. If you want FP, then you have to purchase it.
