How to disable unwanted connection while surfing

Hi,
I am using dialup to access internet. Every time I
connected to the internet, there's an unwanted website
connected to my machine. I know its IP address. How can I
prevent the host from connecting to my computer. My OS is
windows 2000 sp4, IE6

What symptoms led you to believe this was happening?

For example, when I am visiting a website, like
microsoft.com, or yahoo.com, the unwanted website pops up
a window showing its website. I am sure it is not a
advertisement from the website I am visiting. It may pop
up from any website. I can see the connection by command
netstat. So I want to disable his connection to my machine.
But I don't know how to diable the machine's connection to
my machine even though I know the IP.

Sounds like you may have some unwanted software installed.
Download and try running Ad-aware.
