How to Disable "Run As" Command

Operating XP Home on Dell Inspiron 2650 with a single user
and no password.

Cannot open or install any program, eg help, remove/add,
etc without a popup "Run As" window with the
message "which user account do you want to use torun the
program" with current user selected and "protect my
computer and data from unauthorized program activity"
selected.

Can only proceed if the "protect..." statement is
unchecked.

How do I undo this? thankyou
 
It looks like your account is not an "administrator" which means you are not
permitted to make changes that affect the system, such as installing
programs.

First thing is to make sure your username is listed as an administrator...

Is this happening every time you doubleclick something? Can you open
programs that are already installed?

The logon name has administrator rights and this problems
occurs every time unfortunately.

Tried adding a new user with administrator rights and the
same thing happens to this user.
