How to disable right click inside the Start Menu

At my work we have a business lab set up using windows XP pro, and Novell. We have enabled policies on every machine and are using the Novell Application Launcher. The students can left click on the start menu and all they see are PROGRAMS and LOG OFF. Although they can not right click on the start menu itself, they can right click on programs and are able to open windows explorer. Is there a way we can prevent this from happening?

I don't quite recall if this affects the Start Menu

Good Luck. It is almost impossible to completely disable
the ways to get to windows explorer or the variants.
Don't forget to disable the hotkeys...

Thanks, I will give that a try. Also is it possible to completely remove the PROGRAMS menu from START?
