how to disable net send command

How do i disable net send command ?? in GP, under System->
Do not run these applications, I specified cmd.exe,
Command.com and Disable command prompt, but if users have
a batch file in floppy disk they can still run it ?? how
to disable this Please???

Net send is a function of the messenger service. Not to be confused with
Windows Messenger.

Messenger service is used for some "popup" type messages that are sent from
a different machine to yours. For example, our APC battery backup devices
on our servers will send a messenger alert to all PCs on the LAN when there
is a power outage or when server shutdowns are imminent.

To disable it, just find a way to disable the service on all your PCs.

If you are trying to stop people from using net send so
they cannot send console messages do this. In a group
policy find the services area and make sure to disable the
messenger service. If a PC does not have the messenger
service running net send messages will not work. Hope
this helps. If you want to test it go to services on a
test PC and turn off the messenger service and then try to
use net send to send a message. A PC with the messenger
service off will not accept incoming messages or will send
outgoing messages either.
