How to Disable Autohide of Shortcuts in the Sart > Programs Menu?

How to Disable Autohide of Shortcuts in the Sart > Programs Menu?

It seems that win2k hides shortcuts in the START | PROGRAMS menu. I have
to click on the two downward pointing arrows at the bottom of the menu
to get the full list.

I want to see the full menu all the time. How can i achieve this?
