How to develop cad like application

I have searched a lot but is unable to find a sample code for developing CAD
like application where we can drag circles, square etc. from tollbar connect
them with line etc. If anyone of you are able to find please provide me the
link for the same.

You need som CAD specific capabilities or just something that let you drag
some figures?
