How to deploy Signature to all users in a network?

I have a network of users with Outlook 97/2000/2002. I don't have an
Exchange server, and I'd like to force every user to have the same
signature in the outgoing email messages.
How can I do this?

Force? I don't see how. Even if you could force the inclusion of a
particular file, what's to prevent the users deleting or changing that file?
 
if you have a login script you can implement it it that with the right
registy keys..
