How to delete system file

I have a file named c:\windows\system32\ipconfigs.exe
which is not to be there when I tried to delete it says
access denied? I ran Spybot, Ad-ware, Hijackthis and
installed windows XP using the repair method. It is also
locate in the registry under the following places (HKLM
\Run and \Run Services) it can be deleted in one place
then in the other, but when come back to first one deleted
it has been restored again. I have turned off system
restore also. Do I need virus removing software or are
there anymore options?
