How to delete "startup items removed during setup"

In MSCONFIG in XP PRO, I would like to delete the Win98 startup items
listed that XP disabled during XP install.

Even though I've shown all hidden folders, then tried showing the critical
system files, I cannot see these hidden folders.

I did however go to the registry, and just delete those keys. They no
longer show in MSCONFIG.

I found another trick, which may not always be good, depending on
compatibility: Enable all those entries. Then use StartupCPL or similar
to DELETE them permanently. If msconfig adds them to the registry before a
reboot, they can immediately be deleted in the 3rd party registry program.
If the entries show after a reboot, one would be taking the chance that
their loading would cause problems.

Those folders may not only be hidden, they may not even have ever existed.

If there were no startups disabled from C:\Documents and Settings\All
Users\Start Menu\Programs\Startup or C:\Documents and Settings\User\Start
Menu\Programs\Startup there would be no Disabled Startup folder created for
either.
