How to delete locked (non system) folder ?

When I try to delete a folder a message popped up:

Cannot remove folder test: Access is denied. The source file may be in use

This situation does not change if I re-boot the Win2000+SP4 system.
Even if I move the locked folder into another folder and try to delete this
wrapping folder the same dialog window appears.

How can I delete this folder?

Perhaps boot into safe mode command prompt only? You could try that, or you
could just use a Good ol' DOS boot Floppy and Bypass Windows to do the delete.

Not if the system is using NTFS, and most do.
