HOW TO DELETE INTERNET HISTORY?

Is there any way to permanantly delete and erase internet
history and or downloads? Will using the restore disc's
work? What about the norton government wipe info? Thank

You can always do that manually, open your folder...,
ex: C:\Documents and Settings\HentaiPockyStick\Local Settings

Just right click and explore "My Computer", click on each of the individual names and type: local settings , on the path bar of your window after each name.

Now click on the all the temp folders and delete anything you want within it.

If "path bar" is not visible on your folder window, just click on "tools" on the top menu, select "folder options", click the 2nd tab labeled "View", and checkmark: "Display the full path in the address bar".
