How to deactive XP on a broken computer

My computer will not power up. I cannot therefore login to deactivate XP to
move the license to another computer. How do I deactivate my XP license on
the computer that does not work?

You don't need to deactivate it. When you install it on another computer and
attempt to activate it, you will be given a phone number to call (24/7). All
you have to do is call them, explain the circumstances, and they will help
you activate it. Assuming it is a legal copy otherwise, of course.

It's been effectively deactivated. So, you can install your XP on
another computer as soon as you like.

There is no "de-activation" or "de-registration" process, as such.

Assuming a retail license (OEM licenses are not legitimately
transferable), simply remove WinXP from the computer it is currently on
and then install it on the new computer. If it's been more than 120
days since you last activated that specific Product Key, the you'll most
likely be able to activate via the Internet without problem. If it's
been less, you might have to make a 5 minute phone call.

You don't deactivate an OS. The normal procedure is to format the drive on
which it's installed, then reinstall. This can be done for a retail copy of
XP. An OEM copy is tied by the license to the first computer on which its
installed, and dies with that computer.

What you can do is put the drive in another computer and format it.

Even it could power up, you couldn't deactivate it. There's no such thing as
deactivation. All you need to do is remove the old version and reinstall
Windows on a new computer. If the old computer is dead, and you're going to
scrap it, there's nothing to remove.

One additional point: the above refers to retail copies. If yours is an OEM
copy, be aware that its license ties
it permanently to the first computer it's installed on. It may never be
moved to another computer or sold or given away by itself. You can change
components (the hard drive, for example), but not the entire computer.
