How to customize ruler in Outlook 2003?

My group likes being able to see the ruler in Outlook 2003, but is there any
way to make it more user-friendly? It comes up as pixel-defined; we'd like
to see it look (and be customizable) like the ruler in Word.

If you're seeing a ruler, it *is* the ruler in Word, or more precisely in
WordMail, the use of Word as the email editor.
 
You may want to try......Tools....Options.....Mail Format tab......then
select the "Use Microsoft Office Word 2003 to edit e-mail messages" checkbox.
The ruler will then appear as a subcommand under the View menu bar (like it
did prior to Office2003).

In terms of what unites the ruler shows, try opening a Word2003 document,
then go to Tools....Options.....General tab.....then change the Measurements
units drop down box so that it shows inches........
