how to crop a picture in an Outlook email

I can paste a picture into an HTML email (using cntrl-v to paste from the buffer). I can drag a corner of it to shrink or expand the picture. How can I crop it
 
AFAIK Outlook doesn't provide this capability. crop it with a graphics
tool outside of Outlook, then paste result into HTML email in Outlook..
