How to create users in W2K

I am running W2K server and it was acting as Domain
controller. I did not want it to be DC, so I ran DCPROMO
and demoted it to be a normal stand alone server. Now I
need to create user accounts to users to log on to this
server. When I go to control panel I dont see users and
groups icon. Is there any other way of creating users
without installing AD and acting as DC

Right click on My Computer and Manage. Then go into Local Users and groups/

Recreate shortcut to system32\lusrmgr.msc.
