How to: Create/Customize Default Welcome Message?

I am trying to create a default welcome message that will be delievered to
every new mail box created on an Exchange 2003 / Outlook 2003-sp2 setup. Can
this be done... and how?

Outlook hasn't supported a custom welcome message since OUtlook 2000. What I've been playing around with is using a custom folder home page for the Inbox.
