how to create custom action?

How can i eaisly create custom action which can be used with a rule?

My requirement is: When an email arrives, extract some first 100 characters
from the text and forward them to a specific email address without adding any
subject to it.

Ask in the microsoft.public.outlook.program* groups. Or ask over at
outlookcode.com. Those places are visited by programmers familiar with
coding VBA macros for Outlook.
