The easiest thing is to go to View > Master > Slide Master to open up the
slide master. Then go to Insert > Picture > From File to find the picture
that you want. You can adjust the size of the picture as well as the
contrast and brightness to allow your text to show up. This will put the
same picture on every slide.

Should be easy. You don't say which Powerpoint version you're using, but
for 2003 and earlier it will be something like...
- Click Format/Background
- In the dialogue box click the down arrow on the colour selection box, and
choose "Fill Effects".
- In the Fill Effects dialogue box click the Picture tab
- Click the Select Picture button
- Find your image on the disc and click Insert
That should do it for an individual slide.
If you want to do this for a slide or title master then open the master, and
click Insert/Picture/From File. Now select your picture. Resize or crop it
as you need to fit the background.
