Dear Sir/Miss,

How to make a maintance account has the right that manage workstation PCs
only?
That means helpdesk people will use this domain account to install and
maintance a domain PCs.
 
Exactly what do you want them to be able to do?
IMHO it sounds like you want to take a look at Restricted Groups.

Or you could use a startup script to add the group to the local
administrators group of all domain members within the scope of your problem.
