How to create a "server" rule for all messages from a specific dom

I want to use this rule when I am out of the office and outlook is not
running on my computer. Is there a way to do this so it processes on the
"server" side instead of being "client-only"?

I created the rule using "with specific words in the recipient's address"
but when I go to save this, I recieve the message "this rule is client-only
and will process only when Outlook is running".

Just out of curiousity, why is 'specific words in the recipient's address' a
client-side rule? I usually understand why one vs. the other, but that one
I don't get....
 
It's a limitation of what conditions the Exchange server can evaluate. Why is a question only Microsoft could answer.
