How to create a desktop larger than display resolution?

G'day, after googling myself silly, I'm still at a loss. I'm using winxp
with an ati radeon 9700pro(catalyst 4.1) connected to a CRT and a TV. On the
TV I want to set a resolution like 640x480 but have a 1024x768 desktop that
can be panned around. I've seen that a modified display .inf file might be
what I need. One that has a maximum res like 640x480, winxp will
automatically pan the desktop if you set the resolution to something higher.
??

I'm handy with c++, and have already written a program that allows me to set
the resolution on either display device. A virtual desktop feature would be
nice to add.

My 7200 does that automatically if I have TV-OUT enabled and set the desktop
res to higher than 800x600, e.g. I get a scrolling desktop. Personally, I
find it annoying.
