Answer:
Do you mean to use them as wallpaper? If so right click the
desktop..properties..desktop tab. There you can use what's listed or
you can browse your computer for more.

Yes Thats exactly what I wont do do but my System will not accept any
Jpeg files unless I create a Theme. The last response to my first
question answered where I can locate the theme files, But I am having
trouble installing Jpeg's into the Theme Files

Hi tab58au.

Sting_101 suggestion worked for me, and I have Win XP pro.
I took a screen shot of this browsers page (Alt + Print Scrn), opened
MS Photo Editor, from the Edit menu >Paste as New Image, then Save as a
JPEG file to My Documents. Then I closed the Photo Editor app.

On the desktop I right clicked, picked Properties then the Desktop tab.
Used the Browse button to locate the picture, and applied it.

Does MS Photo Editor save pictures as JPEG files?
If not you can re-associated them using View File Types with Windows
Explorer (Tools >Folder Options).

Theme files are text files with the setting listed in english. Open one in notepad.
[Control Panel\Desktop]
Wallpaper=%WinDir%web\wallpaper\Bliss.bmp
