how to control user access to internet

I'm looking for a way to keep users of my computer from accessing the internet.
Is there a way to do this without purchasing additional software?

Microsoft Shared Computer Toolkit for Windows XP

Using the Microsoft Shared Computer Toolkit,
navigate to:

User Restrictions > Optional Restrictions >
Additional Internet Explorer Restrictions >
Prevent Internet Access from Internet Explorer
