How to close Debugger?

Not sure what you mean. Usually Windows Applications have a File | Close in the menu. What gives you the impression it is running and needs to be closed? Do you see the debugger running in the Task Menu | Processes?

Under some circumstances you can get a pop-up that says something
along the lines of "Program X is being debugged and cannot be closed
at this time" or similar. Maybe that is what is happening to him.
