How to chart "Power Factor"

Can anyone tell me how to create an Excel chart for 'Power Factor', which is an electrical term. Power Factor uses an y-axis 'reference' of 1 (unity), and a typical graph could look like (using Courier New font) that shown below. Power Factors above the reference line are called 'Leading' Power Factors and are positive, and those below the line are called 'Lagging' Power Factors and are negative.

Thanks for any help which anyone can offer.
