How to change Wireless connection from 'Public' to 'Private'?

I am looking for an API to change the wireless connection from 'Public'
to 'Private'. Can this be done programmatically?

Have you looked at Start>Network>Network Center?, over on the right, theres
a link to change to Public, if you have it set to Private, and Private if its
set to Public.
